Fort Worth City Council Meeting
The Fort Worth City Council meets each Tuesday. The first and second Tuesday of each month the City Council meets in the evening, 7:00 p.m. The rest of the month's Tuesday meetings are held at 10:00 a.m.

MASTERPLAN
William E. Cothrum
Creation of Uptown: Mr. Cothrum worked with City Homes and other developers to create a vibrant,
urban, mixed-use environment in the Uptown part of Dallas. The resulting success has transformed the area
from a hardscrabble portion of the city to among the most dense and affluent in the state.
American Airlines Center and Victory Development: Mr. Cothrum led a large team of professionals that
obtained a variety of approvals from local elected and appointed officials related to all aspects of development.
This included economic incentives, zoning, a landscaping special exception, and a special purpose sign district--to
name a few. Likewise, a public referendum was required for the project and Mr. Cothrum’s political counsel proved
valuable. The project has exceeded all economic projections and has revitalized not only the sporting landscape
of the city but also created a vibrant mixed-use lifestyle center.
Pinnacle Park: Mr. Cothrum obtained zoning and other entitlements to make the former rock quarry a commercial
success. The project galvanized redevelopment in Oak Cliff during the 1990s.
Love Field/Wright Amendment: Represented a variety of transportation oriented clients, including airlines,
taxis, and shuttle services at the City of Dallas facility. Participated in obtaining city approvals on a range
of issues from ticket counter locations to access fees for the airport. Masterplan also participated as a consultant
on the changes to the Wright Amendment at Love Field.
Dallas Independent School District: Mr. Cothrum has been the only zoning consultant for the Dallas Independent
School District. The previous three bond initiatives have totaled nearly $4 billion in improvements. The firm has
provided successful representation for all schools for the largest school bond campaign in state history. The firm was
recently selected to begin work on the 2008 bond campaign with over $1 billion in campus improvements. Masterplan has
provided all the necessary governmental approvals for more than 100 campuses.
Revitalization of Walnut Hill and Central Expressway: Mr. Cothrum successfully rezoned 40 acres, creating a
mixed use environment. The project will continue significant redevelopment along US Highway 75.
Hunt Oil Headquarters: Mr. Cothrum worked to provide a new corporate headquarters for the company in downtown
Dallas. The resulting high-rise building was the first undertaken in the urban core since 1986.
Oncor Electric Delivery: Since the mid-1980s, Mr. Cothrum has worked on more than 100 electrical substations.
His expertise in obtaining approvals from city and county government is unsurpassed in the state. He brings a wealth
of knowledge on the technical aspects of land use, an educational background in engineering, and significant interaction
with the public.
Northlake Experimental Wind Generation Facility: Mr. Cothrum gained approval from the City of Dallas for an
experimental wind generation facility at the Northlake generation facility. The windmills were subsequently built and
operated at the site, marking the first "green" project in the region.
DART: Mr. Cothrum has served as the chief zoning consultant for every facility ever built by the transit
authority. DART now has more than 90 miles or transit service underway. He has worked on rail stations, parking
facilities, maintenance and storage areas. Early criticism of the ambitious project has proven unfounded; Mr. Cothrum
remains extremely committed to improving regional transit.
